Pending insurance claims can be matched to obligors who owe past-due child support through an automatic data match or by the insurance company representative executing an interactive lookup on the Child Support Lien Network (CSLN) secure Website.

Once a match is identified, CSLN investigates the claim match. Once the investigation has been completed, the insurance company will receive three documents from the Colorado Division of Child Support Services (DCSS); the Notice of Administrative Lien and Attachment, the Response to Insurance Claim Notice of Lien and Attachment and the Payment of Insurance Intercept Lien & Attachment for Child Support Calculation Worksheet.

The Notice of Administrative Lien and Attachment encumbers the insurance claimant's settlement for the amount equal to the arrears total stated in the notice, PLUS any unpaid child support arrears which accrue between the issuance of the Administrative Lien and Attachment and the insurance claim settlement. Because of this, it is necessary for the insurance company to contact DCSS to obtain updated child support arrears amounts prior to settlement of the insurance claim.

The Response to Insurance Claim Notice should be completed and returned to DCSS either by fax to 303.866.4380 or by email to cdhs_css_insurance@state.co.us upon receipt and execution of the Notice of Administrative Lien and Attachment. This form notifies DCSS that the notice was received and provides necessary information regarding the status of the insurance claim and the Administrative Lien and Attachment.

The Attachment for Child Support Calculation Worksheet is provided as a tool to assist in the calculation of the amount of the insurance settlement that should be submitted to DCSS for past-due child support owed by the claimant.

Before completing the Attachment for Child Support Calculation Worksheet, contact DCSS for an updated arrears balance before the insurance settlement. If the arrears balance has changed, a Modified Notice of Administrative Lien and Attachment will be faxed to the insurance company (please note the date of the lien and attachment is governed by the date on the original Notice of Administrative Lien and Attachment). If the insurance claimant owes child support arrears for more than one court order, information regarding each court order will be provided by the DCSS CSLN Specialist.

A copy of the completed Calculation Worksheet, full and final settlement and a check made payable to the Family Support Registry (FSR) with the CSLN ID Number must be mailed to:
